  • This Risk-Based Decision-Making Framework helps you identify, assess, act on, and communicate risk in a manner suited to each situation so you can:
    • Optimise the safety of the blood supply within reasonable standards
    • Balance risks against benefits
    • Allocate resources in proportion to the risk and potential opportunity cost
    • Incorporate the socio-economic and ethical factors that may affect decisions
  • You can use the framework when you face a new decision about blood safety
  • It is flexible enough that you can adapt it to your own regulatory structures, local conditions, and needs.
  • The framework consists of six sequential stages, each with a specific purpose and outcome.

Purpose of each stage

Stage 1:  Preparation

Review foundations of risk management

Stage 2:  Problem formulation

Characterise the problem to generate risk management options

Stage 3:  Participation strategy

Develop a plan for consulting and communicating with stakeholders

Stage 4:  Assessment

Conduct assessments to evaluate the overall risk magnitude and risk/benefit balance of each option

Stage 5:  Evaluation

Evaluate the options based on the assessments in Stage 3

Stage 6:  Decision

Select an option and communicate decision to stakeholders
